In 1994, Bembibre’s National Festival for the Exaltation of Botillo had as mantenedor the president of the Government of Castilla y León, Juan José Lucas. Lawyer, teacher and politician from El Burgo de Osma (Soria).

He was elected for the Government of Castilla y León the 4th July 1991 for the regional elections of that same year, replacing Jesús Posada, who jumped on to national politics.

His first public position was as councillor in the Soria City Council. Then he became president of the Provincial Council and, later, he joined as member in the Congress of Deputies. On July 27th 1987, he became vice president and counsellor of the Presidency and Territorial Administration of the Government of Castilla y León, under the lead of José María Aznar. In Madrid he was in charge of the General Secretariat of Organization of the PP party.
